According to a statement made last Sunday by the Department of Labor and Employment (DOLE), the government agency has originally set aside P455.6 million for the continuous execution of its emergency employment program in regions devastated by Typhoon "Karding" (international name Noru).
The DOLE said that it will hire employees from the informal sector in Central Luzon and Calabarzon for a minimum of 10 days to help with clearing, cleaning, de-clogging canals, debris segregation, materials recovery, and other tasks required for the rehabilitation of local communities.
Bienvenido E. Laguesma, the secretary of labor, promised unwavering assistance to anyone affected by the storm.
Laguesma emphasized the program's improved implementation by providing participants with skill training and guaranteed the availability of additional cash should the initial allotment prove insufficient.
Geraldine M. Panlilio, regional director for DOLE in Central Luzon, announced that a total of P365 million has been set aside for the program's execution in collaboration with the local government entities and their respective Public Employment Service Offices in the area.
In accordance with the "Tulong Panghanapbuhay sa Ating Disadvantaged/Displaced Workers" program, or "Tupad," according to Panlilio, 14,000 beneficiaries are presently employed, and an additional 29,000 are expected to start working the next week.
Following the assault of the storm last week, the DOLE Regional Office also paid the wages of 31,333 Tupad recipients in Bulacan, Tarlac, and Bataan.
Panlilio stated that the DOLE Central Luzon is collaborating with the Technical Education and Skills Development Authority (Tesda) for the carpentry abilities-training of workers in Bulacan, Aurora, and Nueva Ecija in order to update the skills of emergency employment recipients.
"The recipients will learn carpentry skills in addition to working for 10 days. By doing this, people will not only build their own homes but may also find work with construction firms, according to Panlilio, who also emphasized the great demand for construction workers due to the region's numerous ongoing building projects.
Exequiel Ronie A. Guzman, regional director for DOLE in Calabarzon, revealed that P90.6 million has been originally set aside for the emergency hiring of impacted employees in the region's informal sector.
More than 19,800 employees in Polilio Island, Burdeos, and a number of other municipalities in Quezon, Rizal, Laguna, Batangas, and Cavite would gain from this, according to Guzman.
An organized program called "Tupad" is used particularly during catastrophes, typhoons, and disasters. According to the DOLE, it is a community-based amelioration program that offers displaced, underemployed, and seasonal employees emergency employment for a minimum of 10 days to a maximum of 30 days, depending on the nature of the task to be completed. The compensation of recipients is dependent on the existing minimum wage in the region.
